Reporting to the Chief Administrative Officer, the Director of Engineering and Capital Planning provides and leads all aspects of the City’s capital infrastructure planning processes including the developing, maintaining and reporting of the City’s Capital Infrastructure including capital planning, facility planning and project management. He/she provides oversight and optimizes planning to ensure alignment with the City’s strategic priorities and delivers strategic advice to senior management and City Council. The Director engages stakeholders and partners to effectively plan and identify needs and efficiencies.

The Director manages a team that consists of staff and consultants to provide capital planning and engineering services that address the needs of the community. He/she exercises a disciplined approach to spending and address priorities accordingly. The Director seeks out funding opportunities for Capital Projects and has an in depth understanding of government funding programs and processes.

The Director has an in depth understanding of capital planning and project management approaches, processes, cash flow management and projections for projects. He/she demonstrate a collaborative approach to working with client departments and helps build capacity within the organization to effectively deliver projects. The Director leads and manages the activities of the department and is responsible for the development and implementation of policies, procedures and processes. He/she also serves as an advisor to client departments on matters relating to the planning, design and delivery of capital projects. The Director also provides advice relating to operating functions and processes in preparation for substantial completion of projects and monitor progress.

The Director provides leadership, strategic advice and support for the Public Works department. The Director monitors and guides the performance of department staff, consultants and contractors as required.

In addition, the Director oversees the City’s regulatory compliance obligations, permitting processes, bylaw reviews, and develops strategic partnerships with regional and territorial organizations.

Frequent communication of technical information, concepts and processes to experts and specialists.

The ideal candidate will have the following:

  • Must have a Bachelor of Engineering and must have or be eligible for NAPEG Certification (Nunavut Association of Professional Engineers and Geophysicists)
  • Completion of post-secondary education in the Construction, Civil or Municipal engineering, process engineering or related field
  • A minimum of 5 years recent experience successfully supervising and administering construction and maintenance projects or managing operations in a unionized Municipal, Territorial, Provincial, Public Works or Parks environment
  • Project Management Professional Designation is an asset
  • Comprehensive knowledge of the principles, practices and procedures used in municipal services activities
  • Knowledge of methods, materials, tools and equipment used in maintaining and servicing roadways, walkways, trails, open spaces, heavy equipment, and light vehicles and associated service and maintenance activities
  • Knowledge of occupational hazards and safety precautions associated with municipal operation
  • Proven experience developing, tendering and administering contracts for capital assets and/or infrastructure related to projects and operations funded by a public organization
  • Proven experience and competence writing technical reports and preparing detailed budgets and cost estimates relating to construction projects
  • A thorough understanding of management theory and administration will enable the incumbent to provide the required level of professional support and to offer meaningful analysis of policies and programs
  • Knowledge of general office equipment and personal computers and related security software and equipment
  • Knowledge of principles and processes for providing customer services. This includes setting and meeting quality standards for services and evaluation of customer satisfaction
  • Ability to utilize a personal computer with word processing, spreadsheet and related software with reasonable speed and accuracy
  • A valid class 5 driver’s license with an acceptable driving record
  • Knowledge and understanding of asset management principles and program
  • Ability to work collaboratively with a variety of city departments as required
  • Ability to think critically, using logic and reasoning to understand, analyse, and evaluate complex situation and research information to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to the situation
  • Knowledge of leadership techniques, principles and procedures to assign work, schedule, supervise, train, and evaluate the work of assigned staff
  • Ability to establish and implement effective administrative programs and procedures
  • Ability to plan and organize daily work routine
  • Ability to establish priorities for the completion of work in accordance with sound time-management methodology
  • Knowledge of accounting and budgeting principles and practices, with an ability to perform arithmetic, algebraic, and statistical applications
  • Ability to employ economic and accounting principles and practices in the analysis and reporting of financial data
  • Excellent ability to communicate complex ideas and proposals effectively so others will understand to include preparation of reports, agendas, and policies
  • Excellent ability to listen and understand information and ideas presented verbally or in writing
  • Ability to handle a variety of employee relations issues with tact, confidentiality and diplomacy
  • Ability to develops and maintain cooperative and professional relationships with employees, managers, and representatives from other departments and organizations
  • Ability to effectively communicate with the public in person and in writing
  • Excellent presentation skills are required for consultations with stakeholders, Council and management

This position requires the availability to attend events and meetings outside of regular working hours and ability to respond to after-hour emergencies to provide guidance and operational support.

Assets include the ability to speak and write in Inuktitut and or French, and having northern experience. Equivalencies that include a combination of education and experience may be considered.
