Essential Duties
1. Directly supervises Fire Inspectors, Fire Control Mechanics, Alternate Work crews, student workers, and others assigned to Fire Code and Compliance Department. Fosters an environment that supports teamwork, empowerment and accountability of staff at all levels, joint labor /management initiatives and the quest for Best Practices in the delivery of services. 2. Develops and implements programs to educate the University community on fire protection, safety and prevention methods. Coordinates and supervises the University fire and safety protection programs and services. Communicates related policies, procedures and regulations to staff. 3. Provides advice and guidance to the University community and reviews and recommends fire and safety equipment for University facilities. Ensures that the University is in compliance with state, local and national fire protection standards and codes. 4. Assists with construction management, consultants, engineering, architects, contractors, designers and the Yale community for renovation and new building projects, including plan review, fire protection equipment, product information, etc. Oversees the installation or modification for all fire protection systems, alarms and life safety systems. 5. Responds to emergencies and provides direction and guidance at fire scene locations. Investigates and develops reports on the causes of University fires and emergency calls made to department and recommends corrective action to prevent future fires. 6. Develops and implements University fire safety policies and procedures. Provides advice and guidance to the University community and reviews and recommends fire and safety equipment for University facilities. 7. Writes technical surveys and fire safety proposals for Yale University. 8. Assists with supervision of acceptance testing of fire protection equipment, writes specifications for fire protection equipment, and supervises the testing of fire protection equipment, conducting daily fire inspections of University buildings ensuring that protection systems, alarms and life safety systems are in operational order and in compliance with safety codes. 9. Maintains an inventory of equipment. 10. Acts as a liaison with the New Haven Fire Department, New Haven Fire Marshal’s Office, University Police, New Haven Police, ATF and other relevant federal agencies, the community of New Haven and the Yale community.

Position Focus:
Reporting to the Fire Code and Compliance Manager, this position directly supervises the day-to-day activities associated with the University fire and safety programs and services. Oversees the development and implementation of procedures governing inspections, emergencies, maintenance and constructions projects with a thorough knowledge of fire protection principles and practices. The Supervisor of Fire Code and Compliance will have knowledge of risk management, hazard analysis, fire protection and engineering principles and practices.
This position is responsible for ensuring up to date maintenance programs and operating procedures meet University needs and regulatory requirements. Develops detailed work plans and establishes daily assignment priorities and time schedules for staff with an emphasis on evaluating performance and adhering to budgets. This includes detailed understanding of actual costs vs. budget, recommendations to improve efficiencies and reduce costs, assessment of internal vs. contracted scopes of work and ability to implement strategies and tactics to achieve change management objectives. This requires regular evaluation of overtime needs and management of staffing while providing training, dealing with employee relations and union concerns. Supervisory skills include experience with progressive discipline and performance feedback with proven ability to direct customer focused teams providing maintenance services.
The Supervisor of Fire Code and Compliance manages multiple projects and deadlines to effectively review project requirements, determine the deployment of staff, work methods and procedures, tools, equipment, and other materials. This position is responsible for the development and monitoring of the budget, ensuring appropriate expenditures and oversight while working closely with Facilities financial staff to develop and implement reports to manage expenses.
This position requires the ability to make rapid and appropriate judgments during emergency situations and must be available for 24/7 coverage for emergencies as needed. Due to the department’s 24/7 responsibilities, this position requires frequent irregular work hours. Positions in this department may be subject to round-the-clock recall for emergency management operations, which could require irregular work hours or other duties not specified in the employee’s official job description.

State Certified Fire Marshal, State Certified Hazardous Materials Technician
