The opportunity
As the Tunnel Engineer, you will be responsible for the technical inspections of infrastructure activities for civil, rail alignment and bridges onsite and offsite activities (e.g. precast, steel fabrication, post-tensioning). This will include, but not limited to:
Understand the scope & role of the Independent Certifier (IC) and its delivery methodology as defined in the IC Certification Plan
Build and sustain trusting and collaborative relationship with all project stakeholders, in particular D&C Contractor, to resolve conflict and effectively handle difficult technical discussions
Ability to Identify the applicable project technical requirements and ensure the certified design has been complied with in construction works
Perform regular inspections on all off-site and on-site manufacturing and construction works to verify compliance, including inspection of repair and rectifications works
Review and provide non-compliance comments on the Contractors’ management plans, procedures, method statements, deliverables, construction non-conformances and assist the Design review manager with responding to proposed post IFC Design changes
Attendance and participation in all site construction and quality meetings and workshops, as required
Manage and maintain accurate site notes and maintain flow of technical information to surveillance officers
Inspect and release Hold and witness Points as applicable to the IC scope
Review the daily comprehensive surveillance report prepared by the Surveillance Officer for all planned, ongoing, and completed works and maintain daily progress photos with time stamp and meta data
Verify compliance of all test results and a representative sample of the work compliance records (work lots and construction packages)
Carry out audits on the Contractor’s site activities and associated inspection, test and commissioning plans (ITPs/ITCs) and method statements, management systems and follow up on findings until closure is achieved
Understand the commercial drivers of the Contractor and how these may be affecting the quality and compliance of the final product across different sites of the job at different points in time
Excellent knowledge of the relevant Industry Standards and codes and the application of these standards
Assist the Construction Surveillance Manager, Project Directors, and the IC Lead with the preparation of IC progress reports, presentations, and any other immediate or emerging duties.
For success in this position, you will possess the following skills and qualifications:
5-10 years’ industry experience in construction surveillance of major infrastructure projects, including tunnelling
Exceptional communication skills – both written and verbal including resolving technical matters.
Bachelor’s Degree in Engineering or Construction Management
Registered Professional Engineer or willing to obtain registration
A Member of Engineer Australia (preferred but not essential)
ISO 9001 Lead Auditor qualification is preferred
Familiar with Project Documents Management Systems (e.g. TeamBinder, iTWOcx, ProjectWise)
