DEPARTMENT: Community Improvement, City of Waycross

JOB SUMMARY: This position is responsible for the overall care of all the animals within the shelter. The responsibilities will vary based on the current needs of the shelter.

MAJOR DUTIES:

  • Assists in the daily operations of the facility including the medical care of impounded animals, medications, and vaccines, evaluates nutritional needs, ensures proper caloric intake and hydration, grooming, bathing, assessment and treatment of injuries and illness, checking new intakes for clinical signs and symptoms of infectious disease;
  • Performs general physical examination of all shelter animals to detect obvious abnormalities, injuries, illness, disease, and records and reports results to the manager and veterinarian;
  • Performs routine diagnostic laboratory tests (fecal smears, fecal flotation, skin scrape exams, parvovirus test, heartworm test, ECT);
  • Collects and preserves blood, urine, and/or feces for veterinarian review;
  • Administers euthanasia medication to animals, maintains records and sees to the disposal of deceased animals;
  • Observes and monitors the shelter animal population for signs of illness, trauma, or social instability;
  • Monitors environmental conditions in animal housing facility and inspects the condition of the facility and equipment for cleanliness and proper operation;
  • Maintains, cleans, and sanitizes cages;
  • Acts in a lead capacity in the absence of both the Director and Manager;
  • Understands and explains local ordinances and state laws relating to dog and cat ownership to the public;
  • Monitors building security and safety;
  • Follow all safety protocols, and comply with all established shelter policies and procedures
  • Maintains suspected rabid animals for observation and follows Agriculture and Health department guidelines;
  • Oversees and ensures current and up-to-date medical inventory, (medication, vaccines, medical and safety equipment, and other medical supplies);
  • Processes adoptions and other incoming and outgoing animals and maintains all related records;
  • Responds to emergency calls after regular working hours as assigned;
  • Receives payments and records all fees collected;
  • Performs clerical tasks, including answering phones, filing, and record keeping;
  • Assists city residents and other shelter visitors;
  • Performs other duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION:

  • Knowledge, skills, and ability to perform general animal exams and evaluations.
  • Knowledge and ability to prepare and perform general lab tests;
  • Knowledge of the procedures involved in the capture, maintenance, and care of animals;
  • Knowledge of state and local laws and ordinances pertaining to animal control;
  • Knowledge of animal illnesses and diseases;
  • Knowledge of disease transmission, control, and prevention;
  • Knowledge of medications used to treat animals as well as administration protocols;
  • Knowledge of basic animal nutrition and animal behavior;
  • Knowledge of current humane animal euthanasia protocols and practices;
  • Skill in the use small office equipment, including copy machines or multi-line telephone systems;
  • Skill in using computers for data entry and posting to social media
  • Skill in using computers for word processing and/or accounting purposes;
  • Ability to read, write, and perform mathematical calculations at a level commonly associated with the completion of high school or its equivalency;
  • Ability to organize and communicate effectively.

SUPERVISORY CONTROLS: The Animal Shelter Manager assigns work in terms of general instructions. The work is spot-checked in progress and reviewed upon completion for accuracy, compliance with procedures, and the nature and propriety of the final results.

GUIDELINES: Guidelines include animal control ordinances, state laws, and department policies and procedures. The work is reviewed for compliance with procedures, accuracy, and the nature and propriety of the final results.

COMPLEXITY: The work consists of related duties in animal control. Unpredictable animal behavior contributes to the complexity of the work.

SCOPE AND EFFECT: The purpose of this position is to control stray and/or dangerous animals. Successful performance contributes to the effective and efficient operation of the department and ensures public safety.

PERSONAL CONTACTS: Contacts are typically with co-workers, city employees, animal owners, health department, city and state law enforcement agencies, court systems, state agencies and the general public.

PURPOSE OF CONTACTS: Contacts are typically to give and exchange information, provide services and resolve problems.

PHYSICAL DEMANDS: Work is heavy and requires exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. Work also requires crouching, feeling, grasping, handling, hearing, kneeling, lifting, mental acuity, pulling, reaching, speaking, standing, stooping, talking, visual acuity, and walking.

WORK ENVIRONMENT: Work is typically performed in a dynamic environment that requires sensitivity to changing goals, priorities, and needs. The employee can be exposed to dust, dirt, feces, contagious or infectious diseases, and irritating chemicals. The work requires the use of protective devices such as masks, goggles, or gloves.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY: None.

EDUCATION AND EXPERIENCE:

  • High School diploma or equivalent;
  • Or equivalent education, and/or experience
  • Ability to be bonded.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
