The Opportunity

Inspect plumbing systems, new and existing construction, for compliance with the National Plumbing Code and applicable by-laws and regulations.


  • Conduct field inspections of plumbing work to ensure compliance.
  • Prepare reports on violations including recommendations for stop work orders or court orders and represent the City in such cases.
  • Perform field investigations of various complaint types and provide verbal and written notice to home/business owners.
  • Issue tickets and recommend legal prosecution for violation of By-Laws.
  • Review applications, determine fees, issue, and maintains records for permits.
  • Provide functional and technical guidance to staff, contractors, property owners and industry stakeholders on plumbing code requirements.
  • Help the public, other enforcement agencies and City Departments with the Interpretation of By-Laws, policies and regulations with respect to complaints/inquires.
  • Collect, compile and maintain evidence required for court action and appear in court as a witness for the City.

Education: Graduation from High School. Journeyman Plumbers license issued in accordance with the City of St. John’s Plumbing By-Laws. Certificate of Qualification – Plumbing – Interprovincial, issued by the Province of Newfoundland and Labrador.

Relevant Experience: Two (2) years’ current experience as a Journeyman Plumber and be active in the plumbing trade during the most recent two-year period.

Specific Skills / Certifications –

  • Current working knowledge of the National Plumbing Code.
  • Interpret and administer various By-Laws with tact and impartiality.
  • Effective communication.
  • Work independently, with minimum supervision and in a team setting.
  • Strong organizational and time management skills.
  • Exceptional observing, problem solving and decision-making skills.


  • Class 5 Driver’s License and provide proof of Business Insurance
  • Must provide own vehicle. Vehicle Allowance paid in accordance with collective agreement.
  • Provide a certificate of conduct.

Working Conditions

  • Office and outside work in all weather conditions. Regularly working alone.
  • Dealing with members of the public.
  • Entering and inspecting properties that at times may have undesirable conditions.

Physical Requirements

  • Must be able to visually observe details/deficiencies up close, or at a distance.
  • Read, sit or walk occasionally for an extended period, enter/exit vehicles frequently. Occasionally climbing stairs and ladders, access scaffolding
  • Must have finger dexterity/grasping ability to operate issued equipment/devices, or a computer.

Hours of Work

Monday – Friday
9:00 – 4:30 (33.75 hours per week)
