SOSi is seeking an All Source Analyst – Site Lead to provide Counterintelligence analysis services, including fusing intelligence and collecting raw data from multiple sources to support our customer at Shaw AFB, Charleston, SC.

Responsibilities

  • Coordinate indoctrination schedule and in process newly hired Contractors within two (2) duty days of departure for the assigned location. New arrivals shall be allotted three (3) duty days of turnover with departing personnel.
  • Act as a focal point between 24 EFIS Commander (CC) and analysts supporting AFOSI at 24 EFIS/Shaw, relaying information, guidance, and commander expectations. Manage the efforts of other analysts at the same location.
  • Collaborate with OCONUS Site-Lead on AFOSI Priorities.
  • Produce IC-coordinated all-source intelligence analytic products on foreign intelligence entities capabilities, intentions, willingness, and opportunities to threaten U.S. Department of Defense (DoD) personnel, resources, activities, and interests worldwide. Analysis is comprised of regional and functional CI topics, including foreign intelligence threats to Defense Critical Infrastructure Program (DCIP) and DoD supply chains and emerging technologies, and threats from foreign intelligence technical equipment to the DoD. Provides analytic support to senior officials, collectors, and operators throughout the DoD, IC, and law enforcement agencies/organizations and for DIA’s CI programs, functions, and mission activities.
  • Independently conduct in-depth research, collection, collation, analysis, and link analysis of a wide range of extremely complex information to include targets, evaluating source-provided information, and analyzing veracity of intelligence reports.
  • Prepare comprehensive foreign intelligence and terrorism informational or analytical products. Products should be delivered on a monthly to quarterly basis, or as required by AFOSI or AFCENT leadership.
  • Coordinate with representatives at intelligence agencies at USCENTCOM, AFCENT, and/or other agencies at the discretion of the 24 EFIS/CC and Contracting Officer’s Representative (COR).
  • Build and maintain professional contacts with S. counterparts, such as military and national-level intelligence/counter terrorism agencies.
  • Ensure all products and briefings produced in support of this contract are in strict compliance with security classification, restrictive caveats, and dissemination directives.
  • Prepare and deliver briefings to USCENTCOM or AFCENT military and civilian staff on a bi-weekly to monthly basis, regarding threat information impacting DAF/DoD personnel and resources in the USCENTCOM/AFCENT AOR.
  • Review and provide feedback toAFOSI24 EFIS and subordinate units regarding OSI- generated intelligence reports emanating from within the USCENTCOM/AFCENT AOR.
  • Perform Source Operations Branch (SOB) Evaluate individual source networks for each AFOSI operating location in the USCENTCOM AOR. Network assessments will analyze the makeup of each source network as it relates to productivity trends, operational directives, and priority intelligence requirements. Produce Source Validation Reports (SVRs) and Operational Source Review (OSR) reports IAW 24 EFIS SOB Standard Operating Procedures (SOPs). Products should be delivered in a bi-weekly basis, or as required by the government.
  • Conduct future operations (FUOPS) analysis in support of various contingency plans and exercises in the USCENTCOM AOR in order to support 24 EFIS in the management and oversight of current and future AFOSI CI requirements and Products should be delivered in a bi-weekly basis, or as required by the government.
  • Travel and provide onsite and offsite support to other CONUS and OCONUS locations in the CENTCOM AOR as requested.
  • Maintain current passport and visa requirements at all times and maintain the ability to be world- wide deployable to include medical clearances and other items outlined in this PWS.

  • Utilize overarching governing documents including but not limited to: 24 EFIS SOPs, DODI 2000.12, 3115.17, 5240.10, 5240.22, S-5240.17, S-3325.07, DODM 5240.02, Defense.
  • Counterintelligence and Human Intelligence Enterprise Manual (DCHE-M) 001, DCHE-M 33001.002, and Appendix 2 to Annex B of CENTCOM and AFCENT Concept of Operations (CONOPS), Air Force Instruction (AFI) 71-101 V4, and AFOSI Instruction (OSII) 71-144 V1, and Central Command Regulation (CCR) 381-16.
  • Deliver products that are free from grammatical, spelling, and formatting errors.
  • Provide Source citations to all products per ICON guidance.

Qualifications

  • Active in scope Top Secret clearance with SCI eligibility.
  • Bachelor’s degree in international affairs, national security studies, Arabic studies, international business, international terrorism, trends and analysis, intelligence/counterintelligence or other related fields, preferably accompanied by Southwest Asian regional An additional four (4) years of total analytical experience may substitute for degree.
  • Eight (8) years of analytical experience utilizing Human Intelligence (HUMINT), Signals Intelligence (SIGINT), Imagery Intelligence (IMINT), or Open-Source Intelligence (OSINT) and experience with human-derived, counterintelligence, and counterterrorist operations, ending within the last three (3) years.
  • Two (2) years’ experience in leading people and managing tasks of Analyst has supervised personnel and managed projects and/or complex tasks within the last five (5) years.
  • Two (2) years comprehensive or analytical support to counterintelligence and/or counterterrorism operations, ending within the last three (3) years.
  • Eight (8) years of experience in the development of intelligence analysis products (such as intelligence information reports [IIRs], Desk Notes, Threat Assessments, Source Validation Reports, etc.).
  • Operational experience conducting Pattern of Life (POL) analysis, Lead Development analysis and Source Validation through the use of All-Source Intelligence, with the knowledge and ability to leverage SIGINT, GEOINT, and OSINT in the application of CI and HUMINT
  • At least three (3) years of focused experience as an All-Source Analyst or CI and HUMINT Targeting Officer in support of CI and HUMINT operations such as Military Counterintelligence Collection (MCC) and Military Source Operations (MSO), CI and HUMINT targeting, or detainee exploitation.
  • Strong writing skills and being capable of effectively operating as a member of a combined/joint intelligence team required. Strong briefing skills and being capable of effective communication in the accomplishment of collection management reporting and requirements
  • Must have experience and working knowledge of the following programs and systems within the last three (3) years:
  • Microsoft Office (Word, PowerPoint, Excel, and Access); Analyst Notebook; SIPR/JWICS Access; M3 – Multi Media Messenger (Or other message handling system such as TAC/Tripwire, Palantir, etc.) ; SOMM – Source Operations Management Module; Proton – JWICS Access Required (or other similar such database such as ROCKSTAR, Voltron, ); Intellink; CIDNE – Combined Information Data network Exchange; CIA WIRE; HOT-R (Or CHROME – Counterintelligence and Human Intelligence Requirements, Reporting, and Operations Management Environment); NCTC Online – National Counter Terrorism Center Online; J2 DCP Portal (CJCS Portal) on JWICS. Knowledge of OSI’s Investigative Information Management System (I2MS) and/or Classified Investigative Information Management System (CI2MS) is desirable.
  • Willingness to deploy worldwide.

Working Conditions

  • Travel and provide onsite and offsite support to other CONUS and OCONUS locations in the CENTCOM AOR as requested.
  • Ability to lift and/or move objects or packages of up to 25 lbs.
